Bringing a pet, then registering it
Customs handles the animal. The police handle the dog licence. A building that “allows pets” in conversation is not the same as a written rule plus the landlord’s consent.
Two different offices. Do not treat a vet clinic as customs, or Suishenban as the airport kennel.

Import quarantine
Before the flight. Dogs and cats only. One animal per person per entry.

Customs, not a vet clinic, handles import quarantine. Dogs and cats only. One animal per person per entry.
- 02
You need an official health certificate from the country you leave, a rabies vaccination certificate, and a microchip (ISO 11784 / 11785).
- 03
The default is 30 days in a designated quarantine facility, counted from arrival, through a port that has those facilities.
- 04
Some origin countries, plus a chip and a clean inspection, can skip quarantine. Other origins need a recognised-lab rabies antibody result above 0.5 IU/ml. Open the Shanghai.gov.cn pet page the week you fly — the listed countries change.
- 05
An emotional-support animal is treated as an ordinary pet. Guide / hearing / rescue dogs with training papers can skip quarantine if they pass the inspection.
- 06
Port and kennel lists live on the customs notice that day.

Dog registration after you land
Once the dog is in Shanghai. Urban Shanghai: one dog per household.
- 01
After the animal is in Shanghai, a dog must be registered. Cats are a different regime — this page only covers what the municipal English page has written for dogs.
- 02
Urban Shanghai: one dog per household. A tenant needs the landlord’s written consent before this lease address can go on the registration.
- 03
You must be 18 or over and have a fixed address here. Typical papers: passport, the lease or title, and a vaccination certificate. Neutering papers if relevant.
- 04
In person: the police station for the address. Online: the Suishenban “civilised dog-keeping” service — the municipal page says the online path is in Chinese.
- 05
Two dogs: customs already limits you to one animal per person. Urban registration still allows one dog per dwelling. Say this before you fly.
Ask at the first viewing
Verbal permission dies when the management company or the neighbours change.
- Is the written building rule, not a verbal “it’s fine”, in the lease pack?
- Species, number, weight, banned breeds, lifts, lobby, waste, extra deposit.
- After quarantine, does bringing the animal in need a fresh approval?
- Does the landlord agree in writing that this lease address can be used for the dog licence?
- Vets: which clinic near you actually consults in English this year?
Quarantine of 30 days means the person arrives first. A no-pet serviced apartment and a waiting dog will not fit the same month. Old lane houses fail on barking. Large dogs fail on lifts. Gubei and Biyun English-speaking vets open and close quickly — check what is open this month, not last year’s list.
